NATIONAL MISSION ON USE OF BIOMASS IN THERMAL POWER PLANTS

Vision

Conversion of Biomass to Power in an ecofriendly and cost effective manner with suitable market mechanism thereby mitigation of air quality deterioration.

उपायुक्त बाजार तंत्र के साथ पर्यावरण के अणु और सस्ते तारीके से बायोमास का बिजली में रूपांतरन जिससे वायु गुणवत्ता में सुधार हो।

Objective

(a) To increase the level of co-firing from present 5% to higher levels to have a larger share of carbon neutral power generation from the thermal power plants.

को-फायरिंग के स्तर को वर्तमान 5% से बढ़ाकर उच्च स्तर तक करना ताकि ताप विद्युत संयंत्रों से कार्बन न्यूट्रल बिजली उत्पादन का एक बड़ा हिस्सा हो सके।

(b) To take up R&D activity in boiler design to handle the higher amount of silica, alkalis in the biomass pellets.

बायोमास पेलेट्स में सिलिका, क्षार की अधिक मातृ को सम्भालने के लाई बॉयलर दीजैन में अनुसंधान गतिविधि शूरू करना।

(c) To facilitate overcoming the constraints in supply chain of bio mass pellets and agro- residue and its transport upto to the power plants.

बायोमास पेलेट्स और कृषि अवशेषों की आपूर्ति श्रृंखला में बाधाओं को दूर करने और बिजली संयंत्रों तक इसके परिवहन की सुविधा के लिए।

(d) To consider regulatory issues in biomass co-firing.

बायोमास को-फायरिंग में नियामक मुद्दों पर विचार करना।

Terms of Reference of the Mission Directorate are as under:


1. To perform activities like preparation of guidelines, release of RFQ/RFP/ other requisite documents, selection of host Institutes/ Agency, signing of MoUs, release of funds, preparation and evaluation of budget, organizing meetings of expert Committees/ expert groups constituted by Mission Directorate and initiation of actions as per the directions/ recommendations/ approvals of the Steering/ Executive Committee.

2. To sensitize all stakeholders like Ministries/ Departments/ State Governments/ farmers/ local bodies/agencies etc.

3. To provide information on National Mission (NM). Availability of agro- residues. Utilization of Agro-residue based pellets through co-firing with Coal/ Lignite to stakeholders through Advertisements/ interactions with local bodies like Gram Panchayats/ scientific literatures/ Street demonstrations etc.

4. To undertake National Mission objectives- research in utilization of agro residue in thermal power plants by bringing engineers/ scientists, academic institutions industries together to develop scalable prototypes, simulators/ designs in achieving the goals.

5. To identify critically needed infrastructure and encourage necessary investments by working with government and stakeholders, as well as industry and academia. This will push the frontiers of knowledge and innovation the farthest and fastest. International collaborations can be built to access international technologies, research facilities and share their expertise in the thematic domain areas.

6. To support industry with transferring research results into applications, focusing particularly on start-ups and small & medium-sized enterprises (SMEs) for pellet manufacturing.

7. To formulate mechanism to provide initial capital/ Seed Financing to encourage entrepreneurs & SMEs to establish pellet manufacturing facilities.

8. To devise a mechanism to ensure sustained and regular supply of agro residue to pellet manufacturers and logistics for transportation of biomass pellets to power stations.

9. Any additional work given by Steering Committee / Executive Committee
